Qingdao Economic-Technological Development Area Investment Holding Group (referred to as “Jingkong Group”) is a state-owned enterprise directly under the jurisdiction of the Central West Coast New District of Qingdao, which responds to the reform and innovation of the development mechanism of the development zone. The registered capital is 5 billion yuan, and the total assets are 32 billion yuan. The Jingkong Group is mainly responsible for the development and construction of the Qingdao Economic and Technological Development Zone Transformation Development Zone, the Wangtai New Kinetic Energy Industrial Base, the Investment and talent attraction, the park operation management, international and domestic trade, capital operation, etc., to create a first-class business environment, promote new and old kinetic energy, and transform and promote the transformation and upgrading of the development zone. Meanwhile, it is also responsible for the market development and operation of the park, such as the Qingdao Guzhenkou Convergence Zone authorized by the New District Management Committee.

The Group is now owned six first-level sub-groups which include Qingdao Rongfa Group, Qingdao Kaitou Group, Qingdao Economic and Technological Development Zone Investment Group, Qingdao Economic and Technological Development Zone Park Operation Management Group, Qingdao Economic and Technological Development Zone International Trade Group, and Qingdao Economic and Technological Development Zone Financial Investment.
